James L. Gandy, CEcD, CCIM
FTIDC President

As the president of the FTIDC, Mr. Gandy was instrumental in establishing the Frisco Texas International Development Center. Mr. Gandy is also the president of the Frisco Economic Development Corporation (FEDC) and is responsible for the day to day operations of the corporation. Jim brings an expertise to the corporation by negotiating and closing deals; negotiating economic incentive agreements, acquisition and sale of land and buildings; facilitating governmental approvals of project plans, zoning and permitting; all for the purpose of enhancing the quality-of-life for Frisco residents through the generation of quality job opportunities and expansion of the tax base.

Mr. Gandy holds a Bachelor’s degree of Business Administration from Texas A&M University and is a Certified Economic Developer (CEcD) by the International Economic Development Council (IEDC) and a Certified Commercial Investment Member (CCIM).

Elise S. Back
Manager of Economic Development

Elise S. Back is responsible for the day to day operations of the regional center. Ms. Back is also responsible for local business attraction for the FEDC. Elise’s career in the field of economic development spans over twenty years encompassing international business, marketing/PR and business development. Ms. Back has worked for a number of municipalities, the province of Ontario and the Greater Dallas Chamber.

Ms. Back holds a Master’s degree in Economic Development from the University of Waterloo and became a Certified Economic Developer Ec. D. in 1992. She was also the recipient of the Outstanding New Developer of the Year awarded by the American Economic Development Council in 1995, the first woman and Canadian to receive this prestigious award.

David Porter
Board of Managers

David Porter is currently retired. He was the controller of WW Human Resources, Facilities, Communications and Procurement and Logistics for Texas Instruments Inc. Mr. Porter was responsible for budgeting and accounting for the above mentioned Business Support Entities. He has been with TI since 1977 in varying capacities which have included Financial Planning Manager of the Consumer Products Division, Assistant Strategy Manager for Semiconductor (SC) Systems, WW Sales and Marketing Finance Manager of Personal Productivity Products Group), and Controller for WW Information Technology Services.

Mr. Porter holds a Bachelor’s Business Administration in Finance, from Texas Tech University and has served as the past Chair of the Frisco Economic Development Corporation.

Lee McCormick
Board of Managers

Lee McCormick is the president of the Community Development Associates (“CDA”) which he founded in 2003 to assist public, private and nonprofit entities in navigating the requirements for various State and Federal tax-advantaged financing programs.

Mr. McCormick’s private sector experience includes managing treasury operations for various national and international companies including serving as domestic and international Assistant Treasurer at Waste Management, Inc. (“WMI”). While at WMI, he was responsible for managing domestic and international treasury operations including tax-exempt bond financing, interest rate and currency swap transactions, banking relations, cash management, investments and other capital market functions.

Mr. McCormick holds a Bachelor’s of Business from Sam Houston State University and a MBA from the University of Houston.

Jesse Pruitt
Board of Managers

Jesse Pruitt is the principal of Somervell Commercial Realty which provides development, brokerage and consulting services to commercial real estate clients. Jesse’s real estate career spans almost forty years. Mr. Pruitt started his real estate career when he joined the Vantage Companies as marketing representative, which led to the being named the Executive Vice President of Vantage Management Company. While at Vantage, Jesse was responsible for the development, management and leasing of more than 30 million square feet of office, warehouse and design-build facility in the Dallas and well as throughout the United States. Mr. Pruitt has also held the positions of president with Wilcox Realty and partner/principal with CMC- Commercial Realty Group.

Mr. Pruitt holds a Bachelor of Science degree in biology from the Texas tech University and was inducted into the Dallas-Fort Worth Commercial Real Estate Hall of Fame.
